Ingest Quarantine
Two kinds of thing land here, and the reason chip on each row tells them apart. Scrapes the ingest gate held back because the split looked corrupt or would have shrunk the library (blob, absorption, failed split, a large section-count drop, or an unreadable baseline) — the existing content was left untouched, and that source will not be scraped again until this is resolved. Watched pages that changed but produced nothing (zero-items-after-change) — either the regulator redesigned the page or served a not-found body under HTTP 200, or the change was real but its content is already known. Those two are not distinguishable automatically, so the page sample is included for you to judge. Review each, then dismiss or flag it for a manual re-scrape.

Library Index Status
Health of the D1 library index (library_files). Backend shows whether reads use D1 or legacy KV. Reconciliation compares KV file counts to D1 row counts per collection — a match means the two are in sync. Document type is for citation/organization only and never affects retrieval ranking.

Coverage Audit
Is every body of law each state's regulator publishes actually wired as a source? No other instrument can answer this — reconcile and the census only check whether an EXISTING source behaved; a body of law with no source at all is invisible to them by construction. Ohio's index-based crawl re-verifies live against its own regulator pages; every other state relies on a human attestation, re-checked live against reg_watch_sources on every run.
